That report is rife with inaccuracies. First, 'crime' per capita is the measure they should use so as to take into consideration the population. Secondly reported cases does not necessarily mean that a crime has been committed. The measure should have been convicted or indicted cases. Lastly, are we talking about petty crime or murder cases or robbery? What classifications of crime are we talking about? Molesting a chicken may not be a crime in certain parts of the country.
