IEBC has increased the number of presidential ballot papers despite the controversy surrounding it and claims of a rigging plot.

Via twitter on Saturday, the electoral agency said 20,818,000 papers have been printed to cater for the19,687,563 registered voters. The difference is 1,130,437.

"They are in 416,360 booklets and will arrive on July 31 and August 1. The sum is inclusive of the one per cent provision in case of spoilt votes," the commission said, adding they raised the figure to 6.5 per cent.

With that number of registered voters, the one per cent provision would result in 196,875 extra ballot. This means the number of extra ballots is higher by 933,562.

The commission further explained that they printed extra papers due to the binding of the ballot in a booklet containing 50 papers.

When Kenyan Sande Kennedy‏ asked the commission noted: "The law allows for spoilt votes before casting."

But Kenyans on Twitter were not satisfied with that explanation and continued asking IEBC to be clearer.

"Is this a case of statistical ignorance? One per cent of 19.6 million isn't a million but 196, 000. Why the extra 1.2 million ballot papers? Explain," '@adina_jo' posed.

'@DingaJacob' said: "Kenya has never registered 100 per cent voter turn out. Why do we need like 1.2m extra ballot papers [sic]?"

Magere Luanda likened the IEBC to a girl who cheats on her boyfriends and does it again even after she is forgiven.

"They do not seek public trust,"he said.

'@okal_sirikal' sid there must be a sinister motive as "why is it only with the presidential ballot that you foresee spoilt votes that will need to be replaced?"

'@gummoh98' noted the percentage doesn't tally with the figures.

"How fairly will they be distributed?" he asked.

Dubai-based Al Ghurair Publishing Firm on Thursday night completed the printing of the presidential ballot papers whicch will be delivered in two chartered planes.

Last week, Thirdway Alliance leader Ekuru Aukot claimed no one supervised the ballot papers printing at the Dubai-based Al Ghurair firm.

In a statement following his visit with other stakeholders who toured the firm to assess the process, Aukot said they found 95 per cent of work was already done.

The presidential candidate stated that they found the papers already packed in various pallets awaiting shipment to Nairobi.

Dear Kenyans, this is the METHOD to the MADNESS.

After Raila Odinga exposed Jubilee for using Military to rig the elections, Wiliam Ruto treated us to a sugoi afro cinema with a man with machete shooting RECCE squad, IEBC in the meantime printed one million ballots in a move that is seen to be very suspicious and then today ICT manager for IEBC suddenly goes missing.
These are the clear signs of a rigged election. Mimi sijui mnangoja nini. The system is rigged.... :)

A short while back, James Muhati who was the ICT Director at IEBC was sent on 30 days compulsory leave for alleged sabotage and following his removal, Chris Msando was assigned as the acting ICT Director.
However, besides the presence of knowledgeable ICT professionals in the commission and the presence of Msando as the acting ICT Director, IEBC further 'contracted' Alex Kioni as an external IT security consultant.

Alex Kioni used to work for IBM East Africa as a cyber security manager but resigned following the discovery by IBM that he had a private IT security company called Chalbi Business Solutions Limited which he was using to divert some of IBM's clients and work to.
In the course of his contract at IEBC, Alex has since advised for (1) The database to be secured using the Oracle system, which essentially locks the data therein, and blocks unauthorized access and (2) Protection of the network through IBM Q-reader system that creates a firewall that monitors/safeguards IP addresses. These two measures essentially mean that the IEBC systems are 'technically' ring-fenced from outside access, and can only be manipulated from inside by a person with the access codes or specific user rights.

With James Muhatia's compulsory leave due to end AFTER the coming elections; plans and pressure have been underway from the powers that be to have IEBC replace Chris Msando (the acting IEBC ICT director who is reported to have gone missing) by hiring Alex Kioni on a permanent basis. Whereas Chris equally has the technological know-how to oversee the securing of IEBC systems and is said to have been the man behind the new IEBC KIEMS hack-proof system, he is perceived to be from one of the 'non-friendly' tribes and does not therefore automatically fit in the ongoing grand scheme of rigging plans.
Alex Kioni is a son to Jeremiah Kioni, the former MP for Ndaragwa (the man who lied to Mudavadi in the last elections) and is therefore deemed to have the right technical skills and uthamaki advantage to help perpetrate the rigging plans by facilitating the manipulation of IEBC data from inside.
Although Alex Kioni quit employment at IBM East Africa in acrimony, he has since patched his relationship with the company's management because (1) he is giving them very good business through the purchase of the IBM Q-reader system from the company and
(2) Nicholas, the IBM director went to school with Uhuru Kenyatta at the prestigious St. Mary's schools and is therefore keen to cover his old-boy's back.
With the IEBC system auditing set to commerce tomorrow, one can't help but link Msando's disappearance to the exercise or worse still to the elevation of Alex as the new IEBC ICT Director.

Senior Lecturer and Head of the Department of Language and Performing Arts at Daystar University, Wandia M. Njoya, has revealed why Kenya is currently standing on murky grounds as the elections near.

According to the African Studies Association Member, Kenyans have exhausted their options of bringing justice in the country and therefore, left with the hope of having free and fair elections as the only way of getting justice.

But even that will soon be taken away by the people in power and the masses might fight eventually.

“I am actually frustrated with the “if the election is not credible, there will be no peace” narrative. But not for the reasons that most think. I’m frustrated because it is simplistic.

The problem will not be a botched election.The problem will be that elections were the last option that Kenyans had to finally start the country on a path of social inclusion and dignity for most Kenyans, but the ruling class will have decided to take away even that.

My friend Lewis Gordon explains that oppression is the failure of options. To be a slave is to have no options. The slave cannot appeal to courts, to the church, or to the rule of law because the essence of slavery is to not be recognized by these institutions. So the slave has two options: to remain a slave or to fight back.

Now, we Kenyans have exhausted our options. We did independence in 1963. Then we did multi-party in 1992. The Ndung’u report in 2005. The coalition government in 2008.

A new constitution in 2010. TJRC in 2013. In between, we had major incidents of violence which we have never resolved. Kisumu in 1969. Wagalla in 1984. Molo in 1992. Rift Valley in 2008. Assassinations, extrajudicial killings, and police brutality. You have to give it to Kenyans. We have tried all the options available. We have written novels and been detained. We have demonstrated and have been tear gassed. Except for 2007, we have voted and accepted results we didn’t believe in. We have asked donors for funds to do activism.

Supported the ICC process. But when we allowed Uhuruto on the ballot despite the court indictments, and when the Supreme Court bench walked out of the court after a 10 minute ruling, following an unconvincing victory of the very family we’ve been trying to get out of power all these decades, that was the end of all options except elections.

That was what I was trying to argue when I said: “this is what accept and move on means.” Jubilee supporters naively asked us to accept elections as the only option left for a change. And not because they really believed that elections would change anything.

They already knew elections were not an option since they gloated about the “tyranny of numbers.” They told us that the Kenyatta family is destined to exploit this country and that there was nothing we could do about it. Not even elections. So if Kenya erupts after the elections, it will erupt because elections were the last option remaining for peaceful change.

And we can’t say we didn’t see this coming.”
