Experienced politicians like Otuoma know all too well that even if Raila were to win, at the very least he cannot govern - JP majority national assembly will simply not approve any of his public appointments for starters, and can even impeach him given JP already has 2/3s of Senate. A President Raila might only govern if he accepts to become a lame duck figurehead and gives up 3/4 of the loaf to Jubilee...or he goes home
Unlike you jerk-off artistes, Otuoma & co know the score, appreciate the reality that the odds are heavily stacked against NASA whether they win or not, and are acting accordingly and realigning their ducks to be on the more likely winning side, and that is Jubilee.
