Yes. There is time. But in some cases you may need Government to government arrangements to forego procurement procedures. Treasury should provide emergency funds asap. And then maybe pay penalty for cancellation of that French IT firm contract plus Al Gurahri something. That is, if they cannot go with required speed.
Where there is a will there is a way. Kenya end up paying dearly for it. But if it resolves unending political crisis then it's great.

IEBC can easily comply with the court order, the question thus becomes... is there sufficient time to reconfigure the kits and to print ballot papers to include all willing candidates?
